Job Description
- The primary purpose of this post is to manage and deliver acquisition and investment opportunities for new homes and community infrastructure, whether delivered directly by the Council or in partnership.
Responsibilities
- To manage land and property related transactions across the borough from identification through to completion including the undertaken of feasibility and viability appraisals, and negotiation of Heads of Terms.
- To develop options for the physical development and regeneration of sites to delivery large scale housing, educational, leisure and entertainment and other mixed-use developments based on high quality design, environmental and ecological standards.
- To manage investment, regeneration and development projects from inception to completion across the borough and ensure successful delivery of projects in terms of time, cost and quality.
- To manage and oversee integrated project teams with specialist knowledge and skills including consultants, architects and solicitors ensuring compliance with development agreements and agreed development plans.
- To manage all aspects of procurement by implementing appropriate procurement and contract strategies, value planning and risk management through working with stakeholders and identifying needs and objectives.
- To translate the council’s strategic investment, regeneration and development objectives into measurable and deliverable proposals whether to be directly delivered by the council or in partnership with third parties.
- To develop and maintain effective external and internal relationships and partnerships to promote and foster the delivery of more genuinely affordable housing in the borough.
- Where needed, the post holder will deputise for Strategic Lead for Investment and Acquisition in oversight and management of the Home Buy service.
- To work flexibly from Council offices, project sites, and home as necessary and be expected to attend evening and weekend meetings as required and participate in public and resident consultation meetings, workshops and exhibition events.
- To visit construction, demolition and investment sites, wear personal protective equipment and attend meetings with residents from time to time. Although the job is predominantly office based, visits to estates and community centres including out of working hours may be required.
Requirements
- A proven track record in successfully delivering regeneration projects, both in planning and execution across a wide range of partners both public and private sector at a senior level.
- Ability to manage significantly complex regeneration programmes, ensuring effective project management systems are in place.
- Detailed knowledge of complex regeneration, development, and infrastructure projects.
- Detailed knowledge of Compulsory Purchase Order processes and complex site assembly.
- A creative and entrepreneurial approach coupled with understanding of the property market in London.
- Experience in evaluating acquisition opportunities and negotiating terms from early identification of an opportunity to completion.
- Political sensitivity and highly developed ability to identify and manage confidential and sensitive information and to operate with professionalism and integrity.
- Excellent communication skills and proven ability in writing and presenting concise, focused, clear reports and presentations for all levels of a large organisation.
- Extensive experience of applying project management tools and techniques to deliver complex projects to time cost and quality.
- Ability to form productive, professional working relationships with partners, developers, government agencies and elected members.
- Ability to manage significant budget & identify funding opportunities.
- Demonstrate an understanding of and commitment to Council policies in relation to Equal Opportunity, Customer Care and service delivery, and the ability to implement these policies in the workplace.
Qualifications
- Essential: Degree Level or formal industry recognised qualification
- Desirable: Membership of the appropriate professional body, and/or evidence of continuous professional development
