Property & Place Manager
This is a Temporary Accomodation/ Allocations Manager position 
West London
Monday to Friday 9am to 5pm 
4 days in office 
£400 per day Umbrella 
3 to 6 month ongoing contract 


Responsibilities 
  • To have responsibility for the Property & Place Service – including Property Procurement, Temporary Accommodation, TA Allocations, and the Refugee Resettlement Programme.
  • To work with the Head of Allocations & Lettings to ensure a housing procurement strategy is in place which meets the Council’s demands for accommodation, ensuring accommodation is procured in a legal, ethical, and accountable manner in line with all current legislation, health and safety laws and regulations.
  • To provide direction and management to the Temporary Accommodation Management, Allocations and Property Procurement Teams, responding to supply and demand requirements and briefing the Head of Allocations & Lettings on policies and trends impacting on supply, contributing to policy changes as required.
  • To be responsible for budget management for the Property & Place Service area forecasting and monitoring budgetary projections to deliver the service within budget and produce periodic budget monitoring information.
  • To lead on new projects and initiatives as required to ensure service delivery and development.
  • To deputise for the Head of Allocation & Lettings & other Managers in the Housing Solutions service area



Requirements 
  • Educated to degree level, or able to demonstrate equivalent experience within a housing or public service environment.
  • Experience and proven track-record in managing multi-disciplined teams is essential
  • Knowledge of the law relating to homelessness, the Code of Guidance and relevant case law, and the ability to apply this knowledge to the provision and management of accommodation. 
  • Working knowledge of housing law relating to security of tenure and the rights and duties of private rented sector tenants and landlords, including protection from eviction and legal processes.
  • An understanding of current trends in housing need and the ability to devise strategies and policy proposals to meet the council’s service aims.
  • Experience of budget management
