Rate: PAYE: £28.74 per hour | Umbrella: £36.65 per hour
We are recruiting on behalf of our client for a skilled Group Accountant to join their Corporate Accountancy team, focusing on Treasury and Capital functions. Based at Ty Penallta, this role offers an agile working arrangement, blending office and home-based work. This is a fantastic opportunity to contribute to the financial operations of a local authority, ensuring compliance with statutory and regulatory requirements.
Key Responsibilities
- Oversee daily Treasury Management operations, including borrowing, investments, and cash flow decisions in line with the Treasury Management Strategy.
- Manage and reconcile capital accounts, ensuring compliance with statutory requirements and agreed timetables.
- Prepare and monitor budgets, grant claims, and year-end accounts for the Capital Programme.
- Supervise banking arrangements, bank reconciliations, and petty cash administration.
- Lead a small team of two, managing tasks such as disciplinary, appraisals, and work allocation.
- Provide financial advice to budget holders and draft the annual Treasury Management and Capital Strategies for senior management approval.
- Ensure compliance with CIPFA’s Prudential Code and Treasury Management Code of Practice.
- Essential Qualifications: Accountancy qualification.
- Desirable Qualifications: Treasury Management qualification or willingness to work towards it.
- Experience:
- Proven experience in local government finance and staff management.
- Knowledge of International Financial Reporting Standards, CIPFA codes, and anti-money laundering legislation.
- Familiarity with One Advanced Ledger Systems, Logotech loans, and asset management systems is desirable.
- Skills:
- Strong computer literacy, including Microsoft Office.
- Excellent communication and interpersonal skills to convey technical information clearly.
- Ability to meet tight deadlines with a methodical and detail-oriented approach.
- Welsh language skills are desirable.
