A dynamic, diverse, and proactive Local Authority in London is seeking an Investment & Acquisitions Manager. In this pivotal role, you will manage and deliver acquisition and investment opportunities for new homes and community infrastructure. This includes projects undertaken directly by the Council or in partnership with housing associations and the private sector.
As the Investment & Acquisitions Manager, you will oversee large development projects (£100m) plus, ensuring they align with best practices. Key responsibilities include site assembly and the use of Compulsory Purchase Orders to achieve the Council’s strategic objectives. Strong knowledge of Section 106 is essential.

Role Overview
  • Transaction Management: Oversee land and property transactions from identification to completion, including feasibility and viability appraisals, and negotiating Heads of Terms. Strong negotiation skills are essential to ensure best value for money
  • Development Options: Create options for large-scale housing, educational, leisure, and mixed-use developments with high standards of design, environmental, and ecological considerations.
  • Project Management: Manage investment, regeneration, and development projects from start to finish, ensuring timely, cost-effective, and quality delivery.
  • Team Leadership: Lead integrated project teams, including consultants, architects, and solicitors, ensuring compliance with development agreements.
  • Procurement: Implement procurement and contract strategies, value planning, and risk management.
  • Strategic Translation: Convert the Council’s strategic objectives into actionable and measurable proposals.
  • Relationship Building: Foster effective relationships to promote affordable housing delivery.
  • Deputising: Step in for the Strategic Lead for Investment and Acquisition when needed.
  • Staff Leadership: Motivate and support staff to deliver excellent services.
  • Budget Management: Handle delegated budgets and project planning, ensuring effective monitoring and control.
  • Health and Safety: Maintain high standards of health, safety, and environmental management.
  • Risk Management: Own project risk management, produce progress reports, and ensure robust performance and quality management systems.
  • Documentation: Draft authority reports, business plans, project briefs, progress reports, and funding applications.
  • Communication: Prepare responses to press, Members' enquiries, FOI requests, and complaints.
  • Project Handover: Oversee handover and snagging procedures, ensuring defect-free completion.
  • Consultation: Manage resident consultations on estate regeneration schemes.
  • Compliance: Work with partners and advisors to ensure compliance and maximise benefits from land redevelopment.
  • Flexible Working: Work from various locations as needed and attend meetings outside regular hours.
  • Site Visits: Visit construction and investment sites, wearing PPE as required.

For this role you will require the following :-
  • Demonstrable Experience: Proven track record in delivering regeneration projects, managing complex programmes, and understanding the property market in London.
  • Skills: Excellent communication, project management, and stakeholder engagement skills. Ability to manage budgets and identify funding opportunities. Strong negotiation skills are essential.
  • Knowledge: Detailed knowledge of regeneration, development, infrastructure projects, and Compulsory Purchase Order processes. Strong knowledge of Section 106 is essential.
  • Attributes: Creative, entrepreneurial, politically sensitive, and able to handle confidential information with professionalism and integrity.
  • Qualifications: Degree level or formal industry-recognised qualification is essential. Membership of a professional body and evidence of continuous professional development are desirable.
